[Diplomatic interference] Resurrecting a "dead" faction

Was a success, my universe's HOP is alive and kicking again!

In my pre 8.0 Universe HOP was stuck in perpetual "build-plot hell" (no friendlies close enough to aid in station construction)

3 rounds of Diplomatic Interference and the end-result was an ANT <-> HOP neutral stance (0)

- High risk to the agent (managed to kill 1 Envoy, so only 2 rounds if lucky)
- not sure about the required commodities, i had the same each time. (thankfully no Hallucinogenics required for the "Peace" route)

Pondering the Paranid plot now, but i think i will keep the status quo instead.
