This is kind of a longstanding issue I've just kind of ignored, but it is really annoying sometimes. If you are following ship using match target speed, and enter the map mode, it no longer matches the target speed, until you leave the map.
A save game should not be required, any game you load up will have this issue. Just target a ship, match it's speed using the match target speed button, enter the map, and watch as your speed changes to match you throttle and not the speed of the target.
It's especially annoying on the Kha'ak raid missions where I am escorting a miner, I've matched the target speed, and then open the map to check the tactical situation, and when I close the map, I've way overshot the miner because opening the map makes it so I am no longer matching the miner's speed.

Are you using any HOTAS or controller bound to throttle? It may or may not be relevant, but my experience has always been that velocity commands get nullified whenever the map mode is opened AND some input device is sending contradicting signals to a throttle binding.
For example, if I execute a full stop command while in normal flight mode without first zeroing the throttle on my HOTAS, my ship will still obey the command and come to a halt. But if I enter the map mode while the HOTAS throttle remains non-neutral, then my ship will begin to accelerate forward or backward depending on the throttle position. The ship will only remain stopped if I physically zero out my throttle to remove the contradicting signal.
Unfortunately, there's no similar workaround that can be applied when matching target speed. At most, I can choose a throttle position that best approximates the "target speed" I'm trying to match. But it clearly won't automatically adjust with the target.
The alternative is to remove/forgo any type of analog throttle binding. If this is already the case for you, then please disregard and sorry I can't offer any other help.

Yes I am using a HOTAS. Opening the map causes the ship to fly at whatever speed the throttle stick is set at, overriding the match target speed command. I agree that a fix would be nice. Unfortunately, I remember learning about this issue quite a while ago (as reported by someone else) and I don't think there was ever any acknowledgement. So, as much as I'd love to be proven wrong, I have doubts that there will be a fix any time soon. I mentioned the HOTAS only in case you had a willingness to give up your throttle binding. It seems more and more players are fans of keyboard and mouse and the series has shifted more towards that play style. I personally have no intention of giving up my HOTAS, so am fully with you.

For what it's worth, the map thing with throttle and full-stop has been reported at viewtopic.php?p=5271106 (I would not be surprised if the underlying bug/implementation flaw is the same)

Matched speed is disabled when entering map mode
If you are using the match speed feature, and enter the map mode, then your ship stops matching the speed of the other ship, instead reverting to the throttle position your ship is set at. No save should be necessary, you can see this in any save game.
Say for example I am following a slow miner on an escort mission. I want to check the map while matching speed with the miner. But as soon as I open the map, my ship rapidly accelerates past the miner because matched speed is no longer active. As soon as I close the map, my ship goes back to matching the speed of the miner.
