hiring agent from specific faction

hello
i started a new pirate only run, the rules are simple
i can use only pirate vessel, means all vigor ship/phoenix behemoth/ prometheus ecc
and i want that my crew is full of ONLY sindacate people

meaning i want all sindacate agent too
so i started the dal busta first mission to get my first agent and i reloaded milion times before the bald dude give me what i wanted
then i grind reputation with the vigor for asking the rapresentative for the 2nd agent of theirs, but i have no such an option (relation 10) i have only the greyed out option to call for ambasciator (i already have her on my hq)

dal busta have the option, but he directed me to a stinky teladi or maybe its random generated the moment you ask


so my question is
there something wrong with my sindacte rapresentative?
if not
can i have multiple agent of the same origin at all?
if yes
do i have to reload dal busta another milion times?

If I understand your question correctly, you should have asked "Can I hire a SECOND agent from a faction?" which in my experience is not possible.

i hired my only agent from the first mission give to dal busta, this agent was a dude from syndacate vigor

1 from teladi
1 from boron

You can anyway have only 8 agents, and there has to be a way to get to them. I think that was a reasonable design decision.
