How/when to trigger agent mission?

What are the exact requirements for obtaining agents? In my current game (no mods, only Timelines and Hyperion dlc activated), I have completed the embassy research and obtained all diplomats from available factions (all presently at +30 reputation).

However, I'm not receiving any invitation or prompt from Dal Busta regarding any mission to obtain an agent. Speaking to him only offers a single conversation chain to start the Paranid plot, which I've deliberately put on hold. None of the diplomats present at my PHQ provide any conversation choices related to agents. Likewise, none of the stations I've visited so far have any agents available for hire.

How long after completing Boso Ta's embassy/diplomat missions should the agent mission occur? Or should it begin immediately afterward?

My searches on this issue uncovered other players posting similar problems while having the SPLIT plot on hold.

Apparently, I just needed to be much more patient although the wait seemed to be a bit excessive. I'm still not sure if there was something I did in the meantime that triggered the mission. But, thankfully, Dal Busta eventually messaged me with the mission prompt.

After all the apprehension, I'm dumbstruck by how incredibly talented agents are in all other skill areas. For 300cr, I acquired a new hireling with ~4 stars in boarding, 4+ stars in management, 4 stars in engineering, and ~5 stars in piloting.



Must be an elite beat agent. So now my question is, can we please be allowed to reassign agents to work in other roles?
