Do you ever build one of these for your self?

If so how do you use them to get marines/mercenary?
So far I see that by supplying resources to these stations I can attract new marines/mercs , but no one is buying them from me and I can not use for myself.
As only in Info screen I see that they are there , but how can I access them like from npc stations?

You need to dock a ship there that can carry marines then you should get the option to transfer the marines to the ship.
You can also use them to train your existing marines, but need to upgrade it to unlock

And I should do that with playership?
With ship carrying marines OOS , I did not received such option.
I could unload my already owned marines/mercs to station from any other ship.
But could not get my hand to those that I can see in Info menu for station ("produced ones" for sale).
How for these stations upgrade is unlocked? The same as others with production cycles?
UPD.
I think I figured it. Beside resources you need to provide "meat" also in way of passengers. Now new marines are trained.
About OOS transfer something strange with my Rehab. fac., mercs show as single item and is not transferable. Unlike Marine train. fac. where marines shows as named individual passangers which can be transferd.

Dealing with your own marine training on dedicated stations can be confusing.
In addition to what Cycrow wrote :
But transfer get confusing when training is unlocked (station needs to to be upgrade with kits as any other and progression is done via marine "creation" (training) when you provide passengers or released slaves)
It does not show that marine is sent to the ship, but every marine in skill training queue is transferred to you ship if you do train them.
Yet it seems that mercenaries are not meant to be use by player in the same way , so do not bother with Rehabilitation Facility M
They will be produced (with released slaves/passengers), but you would not be able to access them in any way directly by docking to facility or using remote access on other ship.
They will not show up as single ware you would not be able to access them as you could with marines.

Depending on the upgrade level of the Marine Training Barracks, it functions the same as a Military Outpost / and (some) Equipment Dock when it comes to training.
To use the Marine Training Barracks to train your own Marines you need the 3 resources (Rastar Oil, Energy Cells and Disintegrator Rifles)..... and of course slaves / passengers.
To simply transfer a marine between a ship and the station highlight it and press enter.
Slaves and Rifles can be bought from the Black Market at some trading docks. This is random.
You do "not" need to be in the ship carrying them to perform these functions. It is all done from the trade menu.
"Hint" Goner space does not carry the same illegal wares as other space.
When you have slaves selected (when you want to train fresh) you select the number to train the same way as if you were trading a ware. Then hit enter. Once done you will see a list of names appear. These are those slaves that just queued up for training. The level of initial trading is dependent upon the upgraded level of the Barracks.

Why would you place one of these facilities in a sector you don't own?
Does the Rehab facility come from a mod? Because I don't think you can build that in a base game.

Guilds mod has them on sale at pirate shipyards. Have not played vannila in long time so I assumed that is true also in vannila game.
