Creative custom start not respecting crew choices?

I have several ships with full elite military crew of either Terran Pioneer or Sol crew and one ship with elite mil Boron. And none of those respected my crew choices and gave me a mixed bag of low level crew of all races, except the Boron and probably Terrans so no DLC I guess.
So it's a bug I guess? The same setting on my Hyperion and iirc XShuttle works somehow... But not on my Sharks and Honshu. Walrus with Boron freighter crew works.

Wondered if it might be a bug with the military crew, but swapping to freighter crew made no difference.

Hm... don't think I've run into that, but then, I don't use many crews in creative starts due to how low the personnel cap seems to be.

It's creative so not an issue. But now that you mention it, I wonder if somehow it's applying budget caps to creative, so somehow it turns excess crew into random low level peons.
I'm not too huffed about the crew skill tbh, but I do want at least the right race so I can start curating them for the one's I want. I guess I could always just start in Terran space and purchase crew manually if all else fails...
Maybe I should just do that while I see if this bug get's fixed.
