I don't have a dxdiag for you: I play on GeForce NOW.
So I'm following the PAR plot and it seems the cypher that needs to be retrieved on the HOP destroyer is not spawning when I dock.
The guidance system doesn't point my anywhere, and walking around the dock i don't find the package either.
I have reloaded multiple times, and tried both with the M and the S ship. I tried looking around on the other S dock as well, but it isnt fully accessible and when I use the goggles it doesn't seem like it spawned in the inaccessible locations either.

I'm parked outside the gate in the S. I reloaded like 6x and every single time it is the same result.

OneDrive keeps showing an error every time I click on the link to download the save.
Is the file still there/public? Or is OneDrive just broken for now?

The OneDrive download link works for me. (In my experience OneDrive can sometimes act difficult if you don't already have it set up for use, ideally by having set up your own OneDrive account beforehand.)
The package is there in the docking area as intended. Just load the save, dock at the Odysseus and look around the docks (both S and M docks). You will find it if you search thoroughly - it took me about 2 minutes after landing to find it. These plot missions only guide you to the correct general docking area and not to the target item itself which can be quite well concealed from usual foot approaches to it. You will see it when get get close looking into niches and corners. The RNG can sometimes choose some very difficult hiding places from you, but this is not one of those thankfully.

We noticed that there was a bug in this mission after all, namely that there should have been guidance to the crate. This was broken if the crate randomly spawned in this exact position. In a future update, this will be fixed, and the crate will always spawn in the same location.
