Astrid gained through Northriver Questline around version 6 has almost full crew hanging around the ship.
However, if you pick custom budgeted start, and capture Astrid, then it will only have 4 people visible simultaneously across the ship. If you try to summon more, extra people will immediately hide.
I've had this problem for a long time, and basically found no solution to it. I think the only difference is that people in "empty" astrid lack "transient" flag.
Having a lot of people on the ship was the main attractive point of Astrid and major reason to have this ship. So, could the behavior be restored?

I'd also be open to using mods to have this restored, as this was a major important cool point about this ship.
