Same happens on 4090, typically when entering busy sectors, stations or asteroid belts is my sense.
Running on NVidia App optimised settings 4k everything cranked but no AA, no DLSS, v-sync and frame limited to 58.
FPS will occasionally tank as low as 15 I've seen it and settle somewhere between 35-45 depending on the location. Unaffected areas maintain a steady 58.
Not sure DLSS would even help much but I don't like the screen artefacts it produces to ever turn it on.
