I´ve alread visited all the sectors and I haven´t found it. What am I doing wrong?
I have LFL and found 7 HSAP.

Are you playing vanilla FL? I don't see your start.
Check your encyclopedia for the entry. If you have the entry, you have seen it somewhere. If not, you'd have to deploy a satellite network.

My game is modded, with unofficial patch from Cycrow. and I started on Albion Prelude --- Tormented Teladi.

If you started on Albion Prelude, then I'd suspect you have to play either of the HQ plots to get the PHQ. You may get a more definitive answer by asking in the official thread here.

Are you playing AP plot in FL? If so you'll have to do the AP hub plot for your HQ. In FL you'd get your LFL by docking on the HQ for the first time, so I suspect you need to do the AP plot. You can look around the thread X2 provided.
