Hub plot not progressing

sorry if this has been answered elsewhere, i did search.

I'm working on the hub plot and the last message I got stated that the boron kingdom has entered the war.

I've received no further messages and have tried delivering the required energy cells but there seems to be no option for that.

I am top reputation in argon boron and split. I have almost 4 game days in game. I believe I have nearly all sectors visited.

I can't seem to figure out what I'm supposed to do\wait for.

Any help is greatly appreciated.

my apologies... the game is vanilla x3ap. only the bonus package installed.

I assume you've heard. Things are begining to move very quickly. There is talk of a possible rescue attempt for the abducted Boron by Argon and Boron forces. Our task is to continue preparing the Hub for use, potentially even military use. Such a shame to bring war to this magnificent construction.

The next stage is restocking the Energy cells for the gate realignment. Please aid us in reaching our goal of 20,000 Energy cells.

There's another guide here. From that, and assuming you have correctly completed everything in Chapter 3, you should then get a series of messages (Chapter 4 first spoiler) which seems to be where you are stuck. Are you positive that you have met all delivery requirements for Chapter 3?

i am certain i completed chapter 3 as the boron contacted me and said as much. i got 3 messages afterward. the fourth message, that begins the 4th chapter, never came.

If you can, it might be worth linking a vanilla save here so that other players can see if the mission unlocks for them. I don't have X3AP currently loaded and so probably can't help further.

i started a new game and the plot worked just fine. then i reloaded this save and it still doesn't work.

i broke it somehow....
