[#3628][7.5] Quest NPC not respawning

Version 7.5 (553255), English
No Mods
Game Start - Uncocooned

For the Quest "Join Hatikvah's Trade Revolution" with the object of talking to Reen Omara. The station they were originally at was destroyed. When the quest is selected and active, no guidance is provided on how to reach the NPC at a new location. Usual locations for the NPC are not showing them to be spawned there. Not sure if it is related but the station that Dal Busta is located at in Hatikvah's Choice 1 only has a large docking pier. When I dock a large ship there and go out to the station there is a visual bug when walking around and looking at certain angles.
