** Solution **
The solution for me was to roll back my driver to 566.36 (Studio Version). After the rollback, I started X4 and turned off my monitor. After a little while I heard the background music playing. When I turned on my monitor I noticed a different behavior than with the 572.60 driver. With the newer driver, my display would come on, then after a few seconds it would go blank for a second, then come back on. Almost as if there was some sort of GPU reset happening. Maybe this is why Vulkan would crash, it doesn't do this with the 566.36 driver, it comes on and stays on.

Since updating to 7.5, if I turn off my monitor, it will cause the following Vulkan crash. I'm not sure why turning off the monitor would make the GPU undiscoverable:

The interesting thing is if I do it while the game is loading, I get the above error. If I do it after the game has loaded, it crashes without any error.
