Open the map and look at the Erlking. It's about to arrive at a Xenon shipyard build site which has just appeared in Scale Plate Green I. The system is lost to them: I have been killing some of their shipyards and wharves to see if I can condense their forces into more durable groups elsewhere. After the wharf and shipyard, I kill the defence platforms to unclaim the system, and then clean up the initial build sites that have re-appeared. In this case, TEL took the system since then also.
However, here they keep putting the build sites back. This doesn't really make sense: they have other sectors still, even other ones with appropriate resources, that don't currently have a wharf or shipyard in them, if they're opposed to putting them in one place. Surely lingering solar powerplants are not a solid enough claim on a system to think it's safe to build there, and your wharf and shipyard are not good ways to try to claim what is now a hostile owned system. Frankly they don't seem like great ways to claim a neutral one.
This seems like a case where the logic they are using is a bit flawed. Doing this while they have other options just delays getting their facilities built.
edit: this is also with only core + Timelines + Hyperion + TOA, so if you load it with other expansions active it's possible the extra systems might change the behaviour.

Weird... when I download the save, at least I hope it's a save, Windows Defender detects a virus, and deletes the file instantly.
It claims to detect "Trojan:Script/Wacatac.B!ml" in the file.
Just to make sure, this is a save file you uploaded, right?

Yes it's just a renamed quicksave. I give them a name change because my google drive is full of them so I want to remember which is what.
I have no idea why windows would react that way to it since I'm also on windows and it's never complained to me of anything. I ran a malwarebytes scan just now while waiting to post this but that didn't come up with anything either.
