Ship Blocking Build Storage

I have a delivery ship docked at the build storage for many hours to unload. The delivery is not being done. Both the ship and builder have Cargo Drones. I have relogged, waited for 6 hours, sold the ship to an ally, tried to push it out of the way with a larger ship. Nothing gets it to move on with the orders.

Is there a way to cancel even when a ship is in the 'critical' docking stages?
