[QoL, Feature Request] Collect drops command should have configurable range

What the title says.

Would be nice if Collect Drops command had configurable range, like "rescue people in range does". That should apply to both regular command and to "repeat orders" version of it. Current version of "Collect Drops" is not configurable and uses (as far as I can tell) 40km circle.
