[7.10beta3 w/save] VIG exterminated, but keeps rebuilding without Building Ships - not a bug

Vanilla game, played on Linux, 7.10beta3. My gameplay started in 5.0 if I remember correctly. I have all DLCs.

I have exterminated the Vigor Syndicate hundreds of hours ago in my playthrough, but they kept trying to rebuild their station on Windfall III. I was leaving some capitals there and trying to deal with whenever they started to build something, but it was really annoying and it was harming my gameplay with the constant need for attention.

So I starved them of building ships from TEL and RIP (it seems that was the only factions they could rent ships of) and they seemed to become... quieter. Not sure it solved the issue. It ameliorated it to some degree. I could play with less interruptions. It seems they would try and reserve the plot, but couldn't build.

But now with 7.10 they just build aggressively and WITHOUT A BUILDER. I went personally to the sector and seen that clearly. The build storage was there, the build storage orders were working, transporters were selling stuff to the build storage, the building was being materialized with no building ship and no drones.

After a short time unattended, the three stations -- Keepsafe, Vigor Shipyard and Vigor Wharf would be complete with weapons and everything, and it is a pain to get rid of them again every single time. This is just keeping me from playing the game. It's locking me to the sector, with the added callousness that I have to shoot every build storage by myself because someone decided it would be too easy to let the player command their subordinates to blow up enemy resources.

But I think the bigger question is, (1) we can conquer sectors. (2) The Vigor Syndicate are exploitative guys. (3) We can, and morally should stop their exploration of RIP. So WHY CAN'T WE JUST EXTERMINATE VIGOR FOR GOOD???

I understand that the Tides of Avarice plotline must be followed, so just make them stop respawning if the story is completed. Or if it is kind of irredeemable, say, the player is at -30 with them. But it's just not fair to make their faction indestructible. Everyone died. They can't get back from the grave, it's unfair gameplay. It's annoying and gets in the way of other parts of the game.

The savegame is in my google drive. I had just destroyed the last station plot there. So just stay there for, say, 5 minutes (sometimes it takes just a couple seconds) and watch the 3 stations start building again with no builders. Verify that they will build to full stations with weapons with no sight of a builder ship.

Additional notes:
- I actually haven't destroyed all stations in that savegame, there is one VIG station in sector Windfall III that is building without a building ship, that is to be attacked by some of my ships.
- The three stations only spawn in Windfall III.

Factions should not be able to rent construction ships to build in enemy territory, only faction owned builder should be able to build at enemy lands with the risk of losing the vessel!

Indeed, but they were doing that before I starved them of these builders. This is another contradiction in the mechanics.

But now it gets worse, since they can build without builder ships. This is plain cheating. Should not happen. Factions cheating the player is worse than the "stability" that apparently led to this design decision or bug from Egosoft, whatever it is.

I also want to speak out on this matter. I believe that factions that have no stations and sectors left should be destroyed. This mechanic is important. In my game, I defeated the Syndicate and captured its sectors. But periodically, it tries to rebuild the port and shipyard. I have to distract myself from the main game to see if they are building an enemy port right in my sector. Please make a mechanic for destroying a faction.
