Avoid or Block sector, what is the difference?

I have searched the net for it but I couldn't find an explanation, what is the difference between block and avoid sector?

Question

I used manual block race (Argon, Boron, Paranid). When I raised my Argon-reputation, still my traders from comlexes were flying in to argon-sectors... and some got killed of course, becouse some Argon rememberd me as a bad-guy.

What went wrong?

You should have blacklisted all Argon sectors until you've visited them personally, apologized to everyone and made sure they are safe. Race blacklist doesn't quite do what it's advertised to do.
