HELP!! Terran Plot will not start - answered

I have probably 60 hours in this game, I have done the Orbital Accelerator task from the Boron, I have the Hub, but I cannot get the Terran plot to trigger. I have been hanging out in Getsu Fune waiting for Explorers Guild to pop up in the Equipment docks, but still no Special Discovery to be purchased.....What do I do?

So I have to build my own insanely expensive TOA, after the Boron one?

Yes you have to use your hq to build it and deploy it via your own TL
