Unclaimable ship?

So, after I completed the plot, I was travelling around, exploring the new sectors, looking for crates/ships/HSAPs etc...

When all of a sudden I find...

A Toucan in Preacher's Refuge.

When I attempt to go near this ship in my space suit, the option to claim it doesn't appear. It says that the ship is piloted by "No Pilot" and has been flying for about 17 hours (Which is the time I played, including SETA). Is this a normal behaviour or is it just bugged? Perhaps some hidden plot device?

There should be a lost journal page close by which the LFL is picking up

Yeah, there was one. That's what the LFL picked up. So does this thing just stay there for eternity then?
Or will it suddenly wage war against all the Commonwealth?
