Free Families reputation not growing

I'm killing Xenons near Xenon gate in Fire of Defeat, yet the reputation is not growing (they don't thank m for killing Xenons in their space) - my current reputation is 0.
What are the criteria for reputation award? I killed several Xenons like 8 km from their station, yet no confirmation.
Does player NPC ship kill (in system, I'm within visual range from battle) also award reputation gain?
