[3.0 beta] No Promotion cant buy blueprints on +10?

What has changed here?

I did get the +10 for PAR and HOP maybe others in a new started game few days ago,

now I already have +18 with HOP, I did get invitation for war with PAR and ARG which I agreed again,
but I dont get the promotion mission from anyone
-> so I dont get into the office of faction, and dont get blueprints
-> I cant build stations for too long time

What the heck was this raised to +20 lately or is it a bug?

From hour 5 into the game in loooooooking for blueprints for cheap darn metal production
but I dont get any blueprints to buy, and I also didnt get it by dataleak searching for 20-30 hours now.

what is THAT?


Edit: I CAN buy weapons so I did get the pass somehow, but I dont get to the president and the wharf has no entry to the door of the doors
