It seems there's a single queue per station and not per module for ship building. I have launched building a behemoth and while that one was lacking resources, some other s ships wouldn't build either - as if the behemoth was blocking the queue. Is this correct?
EDIT: changing title as it seems there's a different cause to the lock-up.

At least on wharfs, there are 6-7 building queues. You can see that when you order multiple ships at once.
For shipyards, I would assume that each L/XL ship craddle has it's own building queue as well.

It took me a while to understand what is failing. The ship building queue was being blocked due to a ware not being produced, despite having resources.
I've build a self-sufficient shipyard but smart chips are not being produced for some reason, despite the "shift" countdown in the modules, and surplus resources on the station. Any idea what could be causing this?
