Nemesis Vanguard Blueprint with EMP?

Hey,

So as I cant buy it from the PAR as they are my enemy for some reason... I was only trying to liberate the PAR from their evil overlords.
I was trying to EMP my own Vanguard, yet never get the blueprint. I thought we could get blueprints like this ??

I think it only works on blue ships (e.g. abandoned), not green ones. Don't quote me on that though.

^ Quoted! ill see if i can hunt one down in PAR and get a bail even tho they are kinda quiet . This should have just been a part of the shipyard, brake a ship down and get the hull blueprint

lol sounds more complicated than hunting 1 kill off 5 gorgons and getting that to bail and EMP
