After only 2 hours on a fresh 2.00 game, docks can't build any ship because of missing ressource.
I try to wait(3 hours), hoping ressources will come but after 3 hours shipyards can't build ship too for the same reason and ressources become very rare.
I explore most of the sectors and no faction can build a ship...
What's the problem?
