Second fire button

On my Nemesis Vanguard, I want to use a less powerful weapon to open lock boxes.

I set up my fire groups and triggers, the "C" key on my X52 is the secondary fire button, at first all was well when I used Plasma Cannon but this blew them to pieces. I also use the same key for the long-range scanner so I know that it works.

I have now gone with an Ion Blaster but can't seem to get this to fire, any suggestions would be helpful.

I know about fire groups and have tried all combinations I also make sure that the scanner is not selected.
