help with miner wares transfer

Hi. Ill try to explain this as easy and as quick as I can. I am looking for a little help.
I have an ice facility that needs ice to begin production. I have a driller miner. My station manager has zero for management. Adding the miner to the station subordinates makes it continually search for resources so I cleared its assignment and commanded it to mine for ice. It did so very quickly. I then gave it back to the station in hopes that it would drop off the ice. The miner did not. Instead it just auto mines with full storage. So again I removed the assignment and commanded it to transfer wares. Only thing is, Ice doesn't come up. I can transfer energy cells to the ship but that is it. I have a pier and a medium storage for both solid and liquid. So my question is, how do I transfer the ice to begin production. second, How can I increase my manager rating when he has zero stars?thanx
