Possible to move PHQ?
I doubt it, but I also didn't know we could take over system ownership, so it's worth an ask at least.

Not possible right now. Requires modding but, as far as I know, modding for now has managed only to change where it spawns, not an actual relocate (meaning you'd have to start afresh). There's a mod out already that makes the PHQ spawn in a different sector (but its feedback was mixed, might not be working well).
