1.20 Bug, Unable to Research

I finished constructing a dock (two actually) and helping the Boron escape. I had to shoot the transport I was escorting because it stopped dead in space and would not progress. Upon meeting with the Boron at the HQ, I was prompted to start researching, only to find that I cannot.

I can access the Research tab, select any item, see that it will take 10 minutes to complete the research, and click on the button to start. The counter goes to Researching 00:00, holds for a few seconds, and then reverts to telling me that I can research data for 10 minutes a pop and the button turns blue again.

This is the same on every tier 1 research item.

I thought it might be related to having a second dock, so I am disassembling it now. So far I still have this problem.

I had this issue for awhile, then after a save and reload (and 2 hours later) I was able to research again.
