How to hire Captain Elite Vanguard

I'm in the starter ship Elite Vanguard. I have a mission for it to hire a captain. A captain isn't in the list of assigning crew at the shipyard. How to hire a captain?

First of all these ar "upkeep missions". They give no reward. They should be seen as a todo list for your empire.
In X4 you simply buy a crewman. Then you can "promote" them to captain. In Equipment Dock theres the left pane with weapons/etc. there you click on personell an increase the number of "apprentice".
There arent any classes in X4, so a Marine that is sent to a derelict ship, automatically becomes its captain.

1) you can land on any station and talk to any NPC "Crewmember" then "hire" them. After they are hired, tell them which ship to work on (right click it in the list, then choose their role: Captain on the right-hand side drop-down then confirm).

2) you can dock any ship at the Wharf/Shipyard (depending on size) or Equipment dock, then use the ship menu (Enter by default) to choose repair/change loadout of ship. In this screen you can select crew members as service crew or marines.

and if you have crew aboard with out setting them as captain.you have to option to promote the most fitting crew to captain from the ship info screen.
