[X4 1.10] HUD/UI Bugs

Hi

Minor bugs I noticed on HUD and GUI, not a gamebreaker but worth to fix:
- Left panel on HUD does not have blur background outline same as the right one.
- Scrolling long list in GUI using scrollbar shows artifacts while using mouse everything is OK.
