[1.00] (323021) BUG - Debug Console (Now called Chat Window) Hides behind the UI when needed.

Not sure if this would be a easy fix but the Chat Window needs a High Priority to go above any and all windows if possible.

In another bug I reported I got stuck interface wise but when I tried to popup the Chat window to type /reloadui the chat window was behind the UI sadly.
