Re: Russian voiceover
I doubt you will see it sadly due to costs. I assume they support the highest speaking of the languages. Their native language is German then English because of the sheer amount.
Honestly going based on amount of members Italian would be next? Just use the forums and language groups and kind of guess based on that.
Either way I doubt Russia will see anything anytime soon.

Re: Russian voiceover
The Steam Hardware Survey shows the following:

Of course, just because someone is on Steam doesn't necessarily mean they would be likely to buy X4, and even if they were interested, pricing differences, taxes, piracy, etc. all factor into the decision to do a full localization. I'd imagine targeting Spanish or French would be more likely to be profitable than Russian or Chinese despite the much lower market share, but regardless, I'm sure Egosoft has at least made a rough pass and decided that this is the most they can do now. If X4 does well, maybe that can fund expansion to get more people native language audio.

Re: Russian voiceover
and putting it into picture: Just yesterday I've read some statistics about Steam in 2017. And for example while there are lot of Chinese players on Steam now, they only own 5% of all games (average Chinese player owns 1/6th of games of average USA player).
Chinese especially are playing PUBG. That's it. Before the PUBG was released two years ago the number in your table was around 7%. PUBG is the most played game, by far the best revenue source there is on Steam. 9x more copies and revenue then GTA V which is on 3rd place. Average Chinese player spend 16hrs/week in PUBG (7hrs for USA)!
Countries by spending (on indies) goes: USA, Germany, UK, France, Canada, Australia, Poland, Russia, China, Brazil
So number of Steam users is actually VERY far from purchase potential. Have you known just like Chinese players dominate PUBG, Russians dominate DOTA2 (and 2nd place in CSGO?). There they all are.
And only EGOSoft knows how much money comes from each country. Although SteamSpy offers that view as well, but it requires subscription.
