At roughly 332 hours into Skyrim I cannot say that I have hit a
game breaking bug.
Are there bugs? Sure. Most of which are minor sidequest related or things that some players find annoying or not intuitive.
The major difference here is that Skyrim was playable out of the gate at release. Bethesda then proceeded to patch the game and release some stuff for free as well.
So no, the state of the game is not worse than Rebirth. And in addition to all that, there is a massive unofficial patch mod for the main game and both DLC expansions if you really want to quibble and squash those bugs that most people hardly noticed anyway. In fact, the moddability of Skyrim makes it outshine Rebirth in pretty much every aspect because I can pretty much get exactly the game I want with mods. Whether that's more magic spells, alternate animations, completely new and free DLC *cough*Moonpath to Elsweyr*cough*, new and more terrible dragons to fight, wearable/craftable cloaks or fully controllable companions.
I still can't get the game I want with Rebirth.
