is it possible to transfer a steam downloaded game to another computer?
i have slow speed internet at my home so is it possible to download the game via steam to my laptop than transfer it to my desktop as a file without downloading the game at home?

Yep, you need to copy ALL of the downloaded files.
In my case these are located at "C:\Program Files (x86)\Steam\steamapps\common\x3 terran conflict" - I'm running Vista x64, hence the "Program Files (x86)".
Copy these to the same location (or similar depending on where you installed Steam) AFTER you have told Steam to install X3TC (Make sure you close Steam once it has started to download). Steam should then realise that the files are up to date, of course you WILL need Steam to play the game. If you get stuck I would suggest asking further questions in the Steam user forums.
