Upon further investigation, and re-reading parts of this thread, it seems I do have the missing files and they were last modified at the appropriate time. The problem is that I have no voice in my 15 hour (real time) saves and only get them when I start a new game. Someone mentioned that you should go through a gate, dock for auto-save, exit and restart but that didn't solve the problem.

Okay, I've fixed my issue now. It doesn't help to just go to another sector autosave and reload, you have to jump to another sector, autosave and reload. I exited the game to make sure.
It might be a good idea to highlight this for other people that have the same problem.
Jump to another sector.
Land in a station and autosave.
Exit game.
Close to desktop.
Relaunch game.
Reload above save.
Win.

Were deleted by Steam from addon/mov at 8:53 p.m. Pacific time zone.
Those are the audio files and index file.
EDIT:
right click on the mov folder
select properties
select the previous versions tab
open the mov folder
What you'll see is what was in there earlier.
Copy and paste to restore
I just tested it and the speech is restored in game.

This is one of the many reasons I hate Steam. Mostly, I hate other people remotely mucking about on my computer, especially outfits that can't keep their own servers secured.
The other part is being unable to give an old game to your nephew, even though by law, its your right to give a used game to someone else, or even sell it, so long as you don't retain a copy.
Their offline mode is unreliable, and if you didn't expect your internet to go down ahead of time (and who does?), there's no way to get into offline mode without first being connected!! Other times you can't play your game when you travel to another country, cause Steam says your authorization to play YOUR game that you paid for is no good in the country you traveled to.
I got AP anyway, cause I was in the mood, but with X3 Rebirth, I'll surely wait till I can buy a shiny retail box, just to be free of Steam.

As for Steam's file verification function: Its fail...
I had installed a ship file to AP, with the mod manager, and it err, didn't quite work out, so I had mod manager uninstall it, but that still left some artifacts and cockpit parts being rendered that didn't belong.
I ran Steam's integrity verification, it found nothing wrong.
so I renamed 2 files I suspected might be the culprits and ran Steam's verification again. I had hoped it would re-download the now missing files, but nothing... it reported everything to be fine.
So, I created empty files and gave them the game's file names, figuring a zero byte file would surely prompt a re-download by Steam..
But no, Steam was perfectly happy with my zero byte files. No complaint, no replacements downloaded.
Eventually, I found the file at issue myself, but no thanks to Steam.
