I got the update and Teladi DLC ok, but I did go to the steam page in November and "claim" it. Then it was in the list of DLC for the game.
When it was released, the next time i started Steam it downloaded, free.
Steam did require we go to the page and click the "button" early, but there were multiple emails warning us ahead of time.
By the way, if the Devries sectors are attacked a lot it might be your fault, sort of. You are supposed to help build up the economy and defensive forces there. Not by building ships, but by building factory stations and trading with capital ships. They tell you that in the plot action, but it is a bit of a side issue.
I have two factory stations in Devrise, the plot station for refined metal and interceptor drones, and a second station for reinforced panels and chemical products. I also buy and sell to the local Shipyard, when it is a good deal.
In the process of building my stations, I brought in a lot of goods from outside of the Devries system. It seemed to help a lot, they built a lot of defense ships and Devries is safer now.
I don't think the NPC station ships can go out of the system. My stations can only be set out to Devrise, not other systems. So, the economy needs you to run trade ships between systems, particularly Devries to Omicron Lyrae. Otherwise it takes much longer, for the NPC trade ships to find it.
