no and no, there is some buffs for ships regarding OOS combat
Fixed ships getting spawned away from ship configuration menu at resupply ships from automatically getting deployables.

The amount that's missing from Capships (weapon rebalance/new weapons, particle effects, AI improvements, pathing issues, fleet formation logic, XL battleships) is enough for a whole DLC so right now I'm not very positive on its future, since old-new races will have priority over these as per community demand.

well Egosoft just announced the following.
We also need to inform you that the previously announced expansion X4: Split Vendetta and the associated big 3.0 update for X4: Foundations won’t, unfortunately, hit their original targeted release timeframe of Q4 2019. We're now targeting a new release date within the first quarter of 2020 for both the X4: Split Vendetta expansion and the 3.0 update. Once we get a little closer, we will be able to announce a more specific date.

There was no mention of weapon balance in either of those updates as of yet so I'd stay on the cautious side.
