The buggy ships aren't jumping away, they're poofing entirely. In the cases where I was watching closely, it was always shortly after successfully capping the ship, though the precise time delay varied - sometimes the ship would poof the moment I capped it, other times I could fly to it, transfer a JD & ECs, and have it start a jump order before poofing.

(the monitor bit is very handy for following the ships that do jump, but that's a separate behavior ;) )

like i mentioned before, i was able to counter the "poof" by entering the ship "personally" right after it went green.

I had a Zephyrus just vanish on me when me marines were hacking the core.
Took 8 of my 4 star marines with it, (I was using it to bump them up to the final star).
Not even RRF just an OTAS High Tech Transporter...
I did snaffle one of the Solanos on the reload though.
Do you miss dangerous pirates?
Try leading the target a little more...

Just to confirm that as of 2.0a Jump Beacons can still be obtained. My game was created in 2.0 and recently patched to 2.0a I found the RR ships not working with long range scanners as previously posted. But they do still exist in sectors around the place. It took me a few days to spot a ship (in my case a Split Rapid Response Raptor in Family Pride) with a jump beacon showing up via a freight scan, and destroying the ship did NOT yield a JB, but boarding it did. Also can confirm they are deployed in the same way as a satellite, and re-deployable in the same manner also.
