Is it possible to have my shipyards/wharfs only sell Argon ships?

The type of shipyard module doesn't have an effect on what ships can be build, what wares are shown in logistical overview and which ships are ordered by the AI.

1 Set up a trade rule Argon Trade only.
2 Set up a trade rule Argon Shipbuild only.
3 Set up a Trade Blacklist.

The first 2 can be used at Information's first tab which affects the factory itself.
The third 1 can be used at Information's last tab Individual Instructions - Trade Restrictions which will affect the subordinates ONLY.
Logic should say that the first 2 is enough because why a manager would let their subs to sell to restricted factions. If you want to be sure then the Individual Instructions tab must be used.

Then go to the Station Overview. Roll down resources one by one and switch off the Buy Offer - Trade Rule. Turn Use Station Settings to off and set No Restrictions.
This one will let in others into your factory with goods but your factory won't sell excess to other than Argons.
