Those 2 are related to 'jobs'. They will be remade by the Xenon. You can get an unlimited number of Hs if you're patient.

If you want one easily, yes. If you want to coin flip with wave after wave of 5 star marines then no.
1.5 star marines are unlikely to ever capture a H. It is my understanding that Hs have perfect defence crew that respawns after every attempt.
If your Xenon committed economic suicide then yes. Otherwise Xenon will send wave after wave of H to replace losses around their core sectors, if they do not commit economic suicide.

This is same as with every faction. They have predefined set of "jobs". For example, TER has a "Intervention Asgard" job. It is one Asgard and its escorts. So TER builds those ships, if it does not currently have them. The job has a task to sail out to do what it does. If they get killed, then TER rebuilds the job.
TER has at most one instance of the Intervention Asgard job. There can be only one. Some jobs, like ARG police patrol (Frigate and fighter escorts, with task to patrol), can have many instances. Perhaps one (or more) per Argon sector.
My Satellites in Xenon sectors do occasionally spot Xenon H. The most I've seen simultaneously has been three, each in different Xenon cluster. I have practically only three clusters, so can't tell whether that sets the limit. Neither can I say whether they are instances of same job, or different jobs. (For example, the Asgard at entrance to Moon is different job than the Intervention. Its job is to guard the gate.)
I captured or slaughtered (Intervention) Asgard and TER Shipyard did immediately build a replacement. Rince and repeat, until their storage ran dry, and since I did slaughter their freighter traffic too, they no longer can build anything. You can expect the same from Xenon; they will replace their lost jobs as long as they can.
