1. This is not really a problem seeing how there is a free L Destroyer and M Frigate lying around waiting for the player to claim right from the start.

2. The cost of ships is based on the sale problem of the ship components modified by the current price multiplier. If the AI facilities lack wares, which they usually do, then this is 150% already.

3. Most of the money a player makes is via building ships for the NPCs. Missions are utterly insignificant in comparison. If anything missions need a massive buff so that there is a reason to do them late game. Maybe less credits and more "money cannot buy" wares?

4. What the AI sends is based on what the AI has. This is not XR or X3 where everything magically appeared on demand. There are some exceptions (KHK, some mission objects) but these are few and far between compared with older games.

I do think difficulty should exist, however it should be something a player can dynamically adjust (a slider, like in Elderscroll games) and it changes the way the AI works and enables advanced mechanics. For example on Hard mode the AI Police will more aggressively try to scan player ship, and might demand compensation or issue fines to the player if they are helping their enemies too much. On the other hand on very easy mode factions slowly forgive players, pushing negative reputations towards 0 over time without player input. This could help ease people into the game by protecting them from advanced or difficult features before they are ready for them.
