While much more versatile it's also much more expensive. Especially given the chance of losing the ship to some random enemies or bad AI. Such a ship is like what, about 200k ish? That'd be about 50 regular satellites per sector, which is more than you'll ever need for most sectors I'd think.
Realistically which stations to you need / want to teleport to? Imho just having a ship docked at important places (e.g. faction representatives and a pirate station) would cover most the things you'd want to teleport to, without the risk of losing it.
Personally I really liked just being able to teleport to faction reps for getting the rank update and blueprints when I'm at the other end of the galaxy. But if you want to limit it for some balancing reason, make it so that after the first time you receive a rank from the faction rep you're allowed to teleport to at least their station, so that you can quickly buy blueprints (which is the only sane and healthy way to get them, as other ways cause your ears to be gone way before you have one not to mention you having died of old age) when you need to. Any other station could then unlock at 20 when, according to the titles, they consider you much more than an ally for the off chance you really want to teleport to other stations.
