Made a Spaceweed/Majadust/Spacefuel Factory right next to HATs Trade Station. Did this when I was still at -5 rep with HAT. They no longer pirate my ships. My rep is +20 with HAT right now. I just have a problem with them trying to pirate Paranid Destroyers in sectors i own. The Paranid always shoot first after told to drop thier cargo. Here comes my Sector Patrol. Though i'm only getting black market trade missions recently, which give no rep.
Not sure if you make an illegal ware producing fab pirate ships would come to trade, maybe that works too.
