I didn't see that on my game, but it would depend on what is causing the "bottleneck" on a particular system. The FPS uses more than just the video card, so they could be CPU bound. Or they could be Memory Bus bound, which is not mentioned much. The other CPUs can "hog" the FSB. But if the Video board has lots of onboard ram it might be Ok.
So it might not matter on some computers, but running all that stuff sure can on others. And most games don't try to do that. But they make me feel like everything is "cardboard cutouts". 8-)

I have found what causing the low FPS. It is my graphic card. When the temperature of GPU reach 95 degree C, it will declock the core speed from 947MHz to about 300Mhz.

This explains why at beginning game time, I am getting 60 Fps. I have tested using uningine and GPUZ.

The problem is, the fan isn't responding to the increasing temperature. It only spin at max 1070 rpm, way bellow its max speed which is 2650 rpm as stated in some forum.

Up until now, I failed to force the fan to run at higher rpm. I have try afterburner, Radeon pro and etc.

Anyone had experienced this before?

Have you cleaned you GPU fans ?. If not it could be dust slowing the fans down

No I find afterburner and the AMD CC can run the fan up as required. TBH the stock fan and heatsink are garbage on the AMD R9s I changed mine over to an after market cooler and haven't looked back.
