How did you do it?
Since 2.0 I met three Yaki offering missions far away from the Yaki sectors (like Duke's Haven or Heaven's Assertion). I have also met Terrans offering missions in Empire's Edge
As soon as you accept, the ship "jumps away". As those ships fly around in ennemy space you have to be faster than the sector patrols though.
And about the Police licence: if you want to get rid of a e.g. Paranid Police licence: just shoot down a Paranid ship - and the licence is gone. Maybe even capping or ramming a Paranid ship will do (not tried yet).
