In the save game provided, you can observe a strange situation where a Builder (ARG Mammoth VA) is trying forever to deploy to the HQ in Heretic's End. I was wondering why my upgrade operations did not launch, despite all resources being present in the build storage. That's when I found out the Builder decided to deploy directly (!) in front of the build storage, spread its construction arms, but did not or could not commence construction.
I easily solved the issue by softly moving the Builder out of the way with one of my L miners (Crane E). A little later, I saw a Heron E trying to dock at the build storage while I was present in the sector doing the same thing. Once the Builder was repositioned, the construction started normally.
Still, it's an odd situation that probably shouldn't happen in the first place. That's why I decided to share a save in case you want to investigate...

The builder ship was already correctly deployed when the save loaded. And when the missing Claytronics were provided, construction started as intended.
It's possible this issue doesn't survive a save/load cycle. If you catch this issue happening again, a save from just before the issue occurs would be helpful, though I suspect it'd be a pain to get one.

It might be that when you reload the save the IS collision detection kicks in and repositions the builder ship a bit.

Just had to try this myself... and (un)fortunately, I can absolutely confirm that reloading the save fixes the problem for me as well. Looks like this is the quicker workaround
. Now, I just feel stupid for not trying this. Sorry for the bother.
