This is really annoying, but it seems i can't download it. the speed is really low, around 250KB/s and the download is breaking up totally randomly and can't even resume it, i tried it 7 times so far, no use, my connection is fine

What you describe as 'really low' is a normal speed for my connection.

With that speed I was able to download the mod just fine. Therefore, I would suggest to try it again, at a different time of the day. You can also try using a proper download manager, with which you should be able to resume the download, when it stops.
