Plutarch Outpost isn't scannable after beating campaign - Explained.

Is it possible to scan Plutarch Outpost in DeVries after beating campaign? As for now, it's broken and doesn't have any staff on it, rendering it impossible for station to get repairs and therefore an achievement for a 100% scan of DeVries.

The only previous report even remotely similar that I could find was this. Is there anything in there that helps, such as say rep loss or messages stuck in the queue holding things up?

If you are using 3rd party mods, one of those might not be helping.

I did a check of the Steam Achievements for X Rebirth and you may be confusing or unnecessarily combining the two most relevant:
Inspector Otani: Unlock 100% information of a station [any station].
Cartographer DeVries: Discover all zones in DeVries.

Ha-ha, yeah, I'm mistaken here. I thought that there were achievements for 100% scan of systems for some reason. By the way, I'm not using any mods at all. I've even managed to raise up reputation with PMC through a single patrol mission from BBS in Albion.
