I was trying to get BUC to be more active around the map (more stuff for me to steal) without completing the PAR plot. Atm whatsherface blew up their station andn a small skirmish has broke out where I should attack PAR. If I leave now without saving the dude and fighting PAR would this trigger more BUC stuff to happen? Or do I need to get through this fight? As I do not wish to create the new faction just yet as I dont know if I want that or not. I simply want more BUC attacking whatever they want and me ok with PAR and HOP for now.

BUC won't be very "active". They have quite limited amount of ships in specific sectors and it does not matter so much if you fight with PAR or not.
S-size ships (single ones which destroy your satellites) are automatically regenerated prefiodically. After you have destroyed all of them it can take awhile to regen new patch. If you are hurry just save & reload and you have all of them again as your "pain".

I'm on the plot at the moment, I believe the last thing I need to do to turn them into TEM is give Boso 1 billion credits for the birthing pod research.
I already built BUC their shipyard and supplied it, which is pumping out ships for them and my own shipyards can also sell them ships.
I now see a lot of BUC ships all over the place without yet having converted them to TEM. So do everything up to giving the 1 bil and I think you might have the effect you're looking for...
Also to confirm I am still friendly with HOP and PAR even after the skirmishes but note I started the plot already at 30/29 rep respectively. I certainly didn't lose a whole bunch of rep during them.

Hey OP, if you want "action", going the TEM route will surely get you plenty, they are highly aggressive and usually have several "combat groups" picking fights in multiple sectors.
i have a Teuta parked in Nopileos' Fortune VI on autosalvage, and it never ever runs out of wrecks to dismantle. (not sure if everyone sees heavy traffic there, but in mine it is non-stop, PAR is usually cooked there if they traverse in L or XL ships. (in low attention S + M might escape as the jumpgates are so close together)

I have a salvage op closed loop, including food, meds, etc.. which needs about 8k manpower in Hatickavas choice 1, where the xenon likes to come from their sector. 1 Sweet defence platform and tons of dead ships causing all sorts of fps loss xD. The scrapping facility is a 3 scrap 3 refinery, and all the other bits needed for a closed loop, like 40 or so SPPs. Kinda stupid build that still has not paid for itself xD But fun. I may add more scrapers and refiners. 1 Ship set to collect loot, which still has not picked up 1 purple mod part! from well over 10k drops. This is why I wanted more BUC roaming around
